Sound Editing

I have a DVD that was made from a Beta format tape of our infomercial. The part that I need is unedited and the sound is scratchy because the filming company was a bunch of monkeys with cameras and sound equipment. I need someone that can tone down the scratchy noise from the mic being in the wrong place and possibly ad some low level background music to it. Give me an idea of price if you want to be considered. Segment is about 10 minutes long, edit needs to be worthy enough for YouTube.
